Regency proves how transparency leads to wealth

Former bureaucracies have stubbornly resisted supplying the public with government information, but a number of regional governments, including the Lebak administration in Banten, are reaping rewards for their openness.

Lebak Regent Mulyadi Jayabaya told public officials attending a discussion in Jakarta on Thursday his administration had increased regional revenue seven-fold and investment by 35 times since it enacted an ordinance requiring government agencies to ensure the public had easy access to information.

Formerly a businessman, Mulyadi said he knew the plight investors had to go through in applying for business permits.

"At local government offices today people can see a board hanging on the wall, displaying the number of permits required to establish a new business and the price list and where the money flows," Mulyadi said.

The initiative proved fruitfull. Investment skyrocketed to Rp 6 trillion this year from Rp 168 billion in 2004, while regional revenue climbed to nearly Rp 80 billion from Rp 10.7 billion in 2004.

"Transparency has bolstered investors' trust in the local economy," Mulyadi said.

"I used to be a businessman, so I learned to establish policies that do not burden the business sector."

Under Regional Ordinance No. 6/2004, the public is allowed to monitor regional budgets, including spending and revenue.

The bylaw requires all public officials in the regency to provide all information requested by members of the community without exception.

Officials who hide information or charge money to share it will receive a six-month suspension.

The bylaw on transparency inspired the drafting of a bill on public access to information that was passed by the House of Representatives in April this year.

However, a debate continues to be waged over a section of the bill that allows state secrets to be withheld from the public.

The government is drafting regulations to implement the law, which will be ratified in 2010.

Director General of Communication Services and Information Dissemination at the Information and Communications Ministry, Freddy H. Tulung, said the government regulation would determine how long the government was allowed to withhold secret information as well as the compensation for individuals whose rights to see information had been denied.

"The principle of the law is maximum access but limited exemptions. So, there are still some areas of information that the government considers secret," he told the forum.

The government is now familiarizing the law with government officials and the public.

"Though, we must admit that changing a paradigm is hard because people, especially government officials, maintain a feudalistic way of thinking," Freddy said.

"By giving the public access to information, it will accelerate efforts to prevent corruption and nepotism and promote good governance."

Krisis Global Juga Hantam Industri Pariwisata Dunia

Posted by Lambang Insiwarifianto Friday, November 21, 2008 0 comments for Anyer

The Indonesian Travel Market - TIME 2008 in Makassar successfully concluded

Posted by Lambang Insiwarifianto Tuesday, November 11, 2008 0 comments for Anyer

MAKASSAR - The Indonesian annual travel mart, Tourism Indonesia Mart&Expo (TIME) or 'Pasar Wisata Indonesia' is concluded today with total attendance of 104 buyers from 21 countries. The top five buyers consisted of Malaysia, Korea, India and Indonesia, Singapore, and the Netherlands. TIME 2008 also attracted 108 sellers from 16 provinces of Indonesia, which mostly come from Jakarta, South Sulawesi, Bali, North Sulawesi, West Nusa Tenggara, Yogyakarta and East Kalimantan, and Papua.

The percentage of sellers based on industry is hotel, resort and spa (75 percent), NTO (10 percent), tour operator/travel agent (7 percent), adventure/activity holiday (3 percent), airline (1.5 percent), and others (hotel management, tourism board, tourism organization and travel portal (8.5 percent).

The above was reported during the closing press conference of TIME 2008 by the organizing committee of TIME 2008. "Despite the current global financial crisis and EU ban to Indonesian airlines, TIME 2008 has booked an estimated transaction of US$15.2 million," said Meity Robot, chairperson of TIME 2008.

"The conduct of TIME 2008 in Makassar has proven successful as a result of good cooperation among the organizing committee and organizer of TIME 2008 together with the local committee, which comprises the provincial government of South Sulawesi, City of Makassar, and the entire tourism industry, as well as associations in South Sulawesi and Makassar," said Meity.

"We have heard some positive comments and constructive notes have been expressed by delegates of TIME 2008 saying that Makassar has grown significantly since the last TIME 2006 and has shown tremendous progress in featuring the city as a travel and MICE destination, with its newest international airport and convention center, as well as development of new hotels and tourism attractions," said Meity.

Buyers and international travel writers are given the opportunity to take part in the post-tour program to Toraja for 3 days and 2 nights.

The organizing committee of TIME has decided that next year's TIME will be held in Lombok, West Nusa Tenggara. At press time by West Nusa Tenggara yesterday, the provincial government of West Nusa Tenggara represented by the vice chairman of DPRD West Nusa Tenggara, in association with the Lombok and Sumbawa tourism board, stated that with full support from the provincial government of West Nusa Tenggara, together with the entire tourism industry and association, they are ready to host TIME 2009 and 2010 and will assure that the venue, as well as infrastructure, will be ready in time so that TIME in Lombok will be successful.

Lombok is only a 20-minute flight from Bali. The island possesses various tourism potentials, from nature (mountain, sea, and land) to culture and arts, which could attract an international market. Presently, Lombok has 3,000 hotel rooms with international standards. With the present development of hotels in Lombok, by 2009 Lombok will have around 3,500 hotel rooms.

In terms of accessibility, Lombok is flown from Singapore by Silk Air; from Malaysia by Merpati Nusantara; from Jakarta by Garuda Indonesia, Lion Air, and Batavia Air; from Surabaya by Merpati Nusantara, Lion Air, Batavia Air, and Citylink; and from Bali by Merpati Nusantara, Trigana Air, and Indonesia Air Transport. Beginning December 2008, the island will have a direct flight from Perth, Australia. Moreover, Lombok is now developing its international airport.

"The shifting of TIME to Lombok, West Nusa Tenggara will be for two consecutive years - 2009 and 2010 - and is aimed at promoting Lombok and West Nusa Tenggara to the international market, as well as to foster the development of tourism facilities and improvement of infrastructure in the region so that at the end, the destination could enjoy itself as a global travel destination," Meity Robot concluded.

Last year, TIME 2006 in Makassar was attended by 110 buyers from 21 countries and 124 sellers from 20 provinces with a recorded transaction value of USD$15 million, whereas previously TIME 2005 in Yogyakarta was attended by 84 buyers from 23 countries and 128 sellers from 20 provinces with a transaction value of USD$13 million.

TIME 2008 is supported by the ministry of culture and tourism of the Republic of Indonesia, South Sulawesi provincial government, the city of Makassar, the South Sulawesi culture and tourism office, the Makassar culture and tourism office, Garuda Indonesia as the official carrier, Singapore Airlines, Etihad Airways, Korean Air, INACA (Indonesia National Air Carriers Association), BARINDO (Board of Airline Representatives Indonesia), the embassies of Indonesia overseas, ASITA (Indonesian tour operators and travel agencies) South Sulawesi, PHRI (Indonesia Hotel and Restaurant Association) South Sulawesi and Makassar, the Indonesian Conference and Convention Association (INCCA), Pacto Convex as the event organizer, Indo Multi Media as the offical media partner, TTG Asia and Venue Magazine as supporting media partners, and Bulanmadu.com.

Indonesia-bound tourists ignore warnings

Posted by Lambang Insiwarifianto Monday, November 10, 2008 0 comments for Anyer
PEOPLE flying to Bali yesterday said they would not let the possibility of revenge attacks stop them from holidaying on the island.

Despite the Federal Government advising people bound for Bali to reconsider their travel plans, passengers waiting to check in at Melbourne Airport for the 10.55am Garuda Airlines flight to Denpasar, Bali's capital, were philosophical about the possible dangers.

"It made us quite anxious, but we're not going to let the bastards beat us," said Dot McGuiness, who was travelling with her husband, Barry, to a "gated resort". "The wills are up to date, though."

Other travellers noted that although the Government had asked people to reconsider going to Bali, it had not raised its travel advisory to the next, and highest, level.

"If the Government was really concerned, they would have upgraded the warning," said Pat Barber, who is staying with three friends near Kuta, the site of the 2002 bombings.

"Look at other countries; I think the USA has actually downgraded its warning."

The Federal Government said yesterday it had "credible information" terrorists could be planning attacks as revenge for the executions.

"The executions could prompt a strong reaction from their supporters such as demonstrations, acts of violence and reprisal attacks," a travel advisory said.

"You should exercise great care, particularly around locations that have a low level of protective security, including where Western tourists gather such as beaches, bars, malls and other venues associated with foreign interests."

The Government referred specifically to young people holidaying in Bali for "schoolies" holidays in the next few weeks, advising them to "exercise heightened caution".

The threat level remains the second highest of five, with the Government asking people to "reconsider your need to travel". The highest level is "do not travel".

A spokesman for Garuda Airlines, Kerry Timms, said the prospect of the bombers' executions had not dampened people's willingness to travel to Bali.
"(The execution) has been on the cards for some time, but there have been hardly any cancellations," he said.
"Most people have already made a decision about the environment. Our loads outward bound have been really strong."
Friends Sarah O'Connell and Vanessa Smith said they discussed cancelling their trip about two weeks ago, but decided they would take the risk.
"Anything can happen wherever you go," Ms O'Connell said. "It could happen to you at Flinders Street station."
"If it really was a big deal, the Government would have raised the travel warning."
Surfer Daniel Shergold described his attitude to the possibility of a terrorist attack as "when your time's up, your time's up".
Mr Shergold said he would be passing through Bali on his way to the nearby mainly Muslim island of Lombok.
"I'd be more worried about someone there attacking me in the street with a machete than I would be about bombings," he said.
"But I really don't think at this stage that anything's going to happen."

 Australian travel advisory aletts
 1. Be alert to your own security
 2. Exercise caution and monitor developments that might affect your safety
 3. Exercise a high degree of caution
 4. Reconsider your need to travel - Indonesia, including Bali, is at this level
 5. Advised not to travel

Mesjid Agung Banten

Posted by Lambang Insiwarifianto Wednesday, October 8, 2008 0 comments for Anyer
The Agung Banten mosque, as the old and historic mosque other, always was enlivened by the pilgrims who could reach thousands of people daily, both the morning, the afternoon, and tonight from various areas in Java generally. Often their number reached peak in the date 14 Maulud because to two the previous day, namely the date 12 Maulud was held by the warning maulid (the birth) the Prophet in the Agung Banten mosque Compleks the mosque building in the Old Banten Village
,
around 10 km next north the Serang City, the capital of the Banten Province, that became the pilgrimage tourist attraction architecture that was very interesting because of the style of unique building art and was gotten by many elements of interesting architecture. The first interesting side from the main building the mosque, that was built the first time by Sultan Maulana Hasanuddin (1552-1570), the first sultan Kasultanan Demak that also son of the first Sunan Gunung Jati, The roof that the pile of five. According to the tradition, the main building plan the roofed mosque the pile of five this was entrusted to the Chinese architect named Cek Ban Cut. Apart from the number of heaps, the form and his expression also put forward the uniqueness that was not experienced by his similarity with mosques all along the Javanese Island, in fact all over Indonesia. Only Jepara mosque paintings around the year 16th that was made by Wouter Schouten in Reistogt Naar en Door Oostindien and was published the first time during 1676 as well as was printed by the birthday 1780 showed the mosque had a roof of the pile of five. The mosque that his painting had been published by Francois Valentijn in Oude en nieuw Oost-Indien showed the Chinese pagoda idiom, good from the form, the expression, to Sculptures mesjid agung banten the interesting place According to Graaf and Pigeaud, Masjid Agung Banten since initially had a roof of the pile of five, but in the 17th age had been changed into three. The matter was like this was enabled because of two highest pile rooves in fact only additional rooves that were supported the central pole that when being eliminated did not disrupt the construction beneath it. That was most interesting from the Agung Banten mosque roof was precisely to two heaps of the concentric roof highest that was very vague reminded the Chinese pagoda idiom. The two rooves stood exact on the peak of the heap of the third roof with the structure system of the distributor of the style that met in one point. The laying like that showed the impression as though the roof in the critical position and was easy unstable, but this precisely became the special attraction. Two heaps of the roof were highest that appearance was more functioning as the crown compared to as the cover roof of space of the building interior. It is not surprising that the form and the expression like that actually could be read in two interpretations: the mosque had a roof of the pile of five or the mosque had a roof of the pile of three by being increased two crowns above as the aesthetic element. The other interesting ELEMENT was the tower on the east that was big and monumental as well as was classified as unique because of being never gotten by the form of the tower like that in Java, in fact all over the Indonesian Archipelago. Caused the tower not the tradition that equipped the mosque in Java in the beginning period, then the Agung Banten mosque including among the mosque that at first used the element of the tower in Java. The tradition mentioned, the tower constructed bricks be as high as approximately 24 metre this previously it seems more functioning as the look tower/the observer to the coast because of his form that was similar to the lighthouse than as the place carried the call to prayer. It was clear, all the Dutch news about Banten almost always named this tower, proved the tower always is interesting attention of the visitor the Banten City the past. The note of Dirk van Lier in 1659 and Wouter Schouten that came during 1661 to mention, the tower was still being used as the place of the storage of the weapon/the person's ammunition Banten. Afterwards just including the Stavorinus article that wrote about Banten in 1769 acknowledged the tower as the place called the person to worship. The news showed also the tower was built not at intervals of old with the development of the mosque. From results of investigation of Dr KC Crucq, that had been contained in his article of being entitled Aanteekeningen Over de Manara te Banten (Some Catatan about the Tower in Banten) that was published in Tidscrift Voor de Indische Taal, Land and Volkenkunde van Nederlandsch Indie, was stated, the tower was built in the period of Sultan Maulana Hasanudin when son of Maulana Yusuf has been mature and married. As being said by Pijper (1947:280), the tower had the shape of the octagon warned in the form of the lighthouse, especially mercu the Netherlands. At this time had legacy proof of the artificial Dutch lighthouse in Anyer next west Serang from the 19th age, namely the lighthouse building that in several matters had the resemblance with the Masjid Agung Banten Tower. This form usual was found in the Dutch Country, like the octagon, the door to the upper part arch, the construction of the ladder coiled as the spiral, and his head had two levels. However, from the side of the style decorated, the Agung Banten mosque tower appeared to be affected style art decorated that was met in Java, like the head decoration of the tower have the shape of dagoba or the triangle decoration memanjang that was known as Tumpal. Both of them were often encountered to the Jago Temple in East Java and other temples. Moreover, the motive of the niche to the door to the tower as though being the simplification of the motive the time-makara in the Indonesian cultural tradition preIslam like also the decoration mihrab the Agung Kasepuhan mosque in Cirebon. In the south of the mosque was gotten the stratified building was in a house style the Netherlands contemporary that was mentioned tiyamah (the pavilion). The building that was drafted by the architect Dutch Hendrik Lucasz Cardeel in the 18th age previously became the place of the important meeting. At this time, the building that berdenah rectangular, two levels and each having three big spaces was made function as the museum of the legacy object, especially the armament. The European style was very clear to the building, especially to the big window in the upper level. The window was meant put totalling possibly the light and air. *** mesjid agung banten cultureIN FACT still many unique elements other that briefly could be named, like the existence extolled from the stone andesit had the shape of the measuring gourd big and heterogenous in each foundation of the mosque pole. That was measuring biggest with the line of the gourd that often was extolled to four poles of the teacher's heritage in the middle of prayers space. The measurement extolled big this will not be met by us all along the Javanese Island, except in the former ruins of one of the mosques of Kasultanan Mataram in Plered, Yogyakarta. Moreover, was gotten the big and antique platform was full of the decoration and the colour. The place of this sermon was wakaf Nyai Haji Irad Jonjang Serang in the date 23 Syawal 1323 mesjid agung banten Hijriyah (1903 M.) as being written in the Arabian letter barren in penampil the part arch on the face of the platform. Was different from his platform that attracted attention, mihrab him (the place of the priest led prayers) that had the shape of the hole was precisely very small, narrow and simple. This was very different from mihrab that developed to the mosque in the other part of the world. The existence of the hall and the pond for ritual ablution on the east equips the characteristics of the Javanese mosque generally. The hall pole that was built in the government's period of Sultan Maulana Yusuf same used extolled the gourd stone with the form of the building and the traditional Javanese construction technique. That was strange was the layout of the grave. Traditionally, the grave in the traditional mosque complex in Java was placed in the west, but in this mosque was placed in the north. This layout developed in several historic mosques in the Banten territory, like in the Kasunyatan mosque. This gave the new tradition to the traditional mosque in Java, apart from the existence of the element of the tower

Armada Mudik Bertumpu pada Kapal-kapal Tua

Ratusan penumpang kapal roll-on roll-off BSP II tergesa-gesa keluar kapal setelah kapal tersebut berhasil sandar di Pelabuhan Bakauheni, Lampung, Sabtu (27/9) malam.

Kapal roll-on roll-off (roro) BSP II yang mereka tumpangi gagal sandar di Pelabuhan Bakauheni lantaran kemudi kapal mengalami kerusakan.

Kejadian serupa terjadi tanggal 7 September lalu.

Untungnya kerusakan terjadi jauh sebelum masa mudik Lebaran.

(NTA/HLN/ACI)

Ditemukan Naskah Kuno Letusan Krakatau 1883

Laporan wartawan Kompas Yurnaldi

The Eruption of Krakatoa and Subsequent Phenomena: Report of the Krakatoa Committee of the Royal Society (London, 1883).
